In 2024, Governor Alex Otti of Abia State announced an ambitious plan to transform the state’s education infrastructure by allocating ₦54 billion for renovating 51 public schools. Yet, as of mid-2025, the initiative has become a focal point of controversy, a political vulnerability that critics now label as Otti’s Achilles’ heel.

The Politics of Numbers: Estimate vs. Expenditure

The ₦54 billion figure emerged as a budgeted allocation, intended for school rehabilitation across Abia State. However, disputes quickly surfaced over whether this represented actual spending or a mere projection .

Governor Otti clarified during a media chat that the reported figure was a budget estimate, not actual expenditure. As of December 31, 2024, the administration had spent ₦14.43 billion to retrofit 61 schools, emphasizing that the crucial metric is actual cash disbursed, not budgeted figures.

Accountability Crisis: Demanding Transparency

Opposition figures, particularly from the APC, have leveled forceful criticism:

Prince Paul Ikonne, a prominent APC chieftain, described the ₦54 billion claim as “deeply suspicious, laughable, and insulting” amid visibly dilapidated school facilities .

He demanded that the government publish names, locations, project details, and photographic or video evidence. Without such verification, he insisted, the ₦54 billion remains a “phantom project” .

Additional critiques emerged citing official budget performance documents and reports indicating that ₦54.066 billion was recorded as expenditure in Q4 2024 alone, with ₦58.323 billion for the full year, numbers that seem incongruent with the governor’s claims .

As calls for accountability intensified, the Foundation for Environmental Rights, Advocacy & Development (FENRAD) filed a Freedom of Information (FOI) request demanding detailed breakdowns of the expenditure

Political Spotlight: From Local to Global Accountability

A pro-APC group, the Abia Best Interest Association (ABIA), escalated concerns internationally by petitioning agencies such as the EFCC, ICPC, UNESCO, the World Bank, Transparency International, and others to probe the alleged mismanagement of the ₦54 billion fund .

Their complaints highlight systemic corruption, impunity, and lack of transparency: despite massive allocations, no smart schools or visible improvements exist nearly two years into Otti’s tenure .

The Structural Weakness: Why It’s an Achilles’ Heel

Publish a full project report: including school names, renovation scope, contractors, timelines, costs, and photos or videos of completed works.

Allow independent verification: through civil society groups, media-led inspections, or civic audits.

Clarify budget vs. expenditure: delineate how much was budgeted vs. actually spent, and why differences exist.

Engage communities transparently: letting residents and stakeholders see the tangible fruits of public investments.

At first glance, the ₦54 billion schools renovation fund seemed a bold step toward improving education in Abia. But on closer inspection, it reveals the twin hazards of opaque governance and political vulnerability. Without transparent action, this initiative may define Governor Alex Otti’s legacy, not for its transformation, but for its failure to deliver accountability where it matters most.
